STARTING POINTS

Once we have chosen the roundabout, and we have made a first analysis, we development the management and the design of our project. Let’s sumararize important information so far.

1. Who it’s addressed to

Can we know the number of people who the [ROC] is addressed to? Let’s to make an approximation:

– the number of people that live in the area (approximation of the people that live in a 600m- radius, maximum distance to do on foot). This number is approximately 27.000 people.

To this number we should subtract that groups of people that can’t participate as an adult would do: babies (0-3 years old) and old people (more than 70 years old).  The number is then around 23.000 people.

 

–          Tram travelers: we can know the number of people that use the tram each month or each year, but it’s difficult to know which ones stop before and after the roundabout, which ones can notice about it… So, the number is undefined, but it’s a high number.

–          People in cars, that cross the roundabout and stop while tram is crossing. We can’t precise the exact number, but it’s also an important amount of people.

2.  Phases

PHASE 0, CONSTRUCTION: Construction of the material necessary for phase 1. The cost of these materials will be needed to be paid by the Town Council or whoever that wants to invest in this project. Nevertheless, the price of these materials will be affordable and cheap. (will be only wood and canvas)

PHASE 1, PROPOSALS: Once the materials are built, we ask the people what they want to do in the roundabout. Proposals are colleted each month.

PHASE 2, FUNDING:  This is the phase 2, but it can start before the others. This consists of obtaining funds for the project. How will be explain later.

PHASE 3, PARTICIPATING: Once the proposals are collected, the neighbours decide what they do and how.

PHASE 1 AGAIN: We collect proposals  each month, so that the activities never stop during each month. The process repeat: proposals collecting and at the end, development of these proposals. (if possible). The funding obtention never stop. The more money we get, the more activities can be made.

 

3. Agents

The agents involved can be explained in this diagram:

-Inhabitants of the area + other people: The leading role in the project are the inhabitants of the area, and other people that can (and want) to participate in the Roundabout of Change. They parcipate in the four phases of the project: they can built, they propose, the can get money (if they want), and of course they participate.

-Designers: These are the ones in charge of design and built the materials needed. They can also propose and make activities. Actually, that could be needed probably at the beginning of the Roundabout of Change, when people still don’t know what it is.

Alicante Town Council: The initial funds needed for phase 0 will come from the Town Council. They can invest in the phase 2 if they want, but that won’t needed with the funding system that we will develop.

 

4. Benefits: social, cultural, economical and environmental

-SOCIAL BENEFIT: This project will be and opportunity to create and keep existing social links. Promote friendships and create new ones. Mix different people, with different age, different way of living, different neighbourhood.

-CULTURAL BENEFIT: This could be also an opportunity to make things happen in this area. This part of Alicante is sometimes forgotten, and the only activities made are the ones made by neighbours  (self-initiative).

-ECONOMICAL BENEFIT: This will be a self-fundable project. Apart from the initial funds that will be needed, the project won’t be an additional cost for Alicante Town Council.

-ENVIRONMENTAL BENEFIT: All this initiatives will be developed with environmental-friendly strategies.

 

5. Strategies to attract people.

The fact that the project is a landmark itself will attract people. That will be helped with advertising. Lighting will be also used as an attractor and an urban element of the space.

6. Funding.

PHASE 0: Initial investment.

PHASE 1: No money requiered.

PHASE 2: funds obtention, by saving money in street lighting. The payment of the electricity of the lampposts can be reduced if we feed some lamppost with solar energy. The money saved is the money for the project.

PHASE 3: The development of activities don’t have to need money (not necessary). If they need, the money is taken from phase 2. The money can be used too for the construction of a space for this activities (if necessary, because an special space won’t be always necessary)

 

 

PART 2- DESIGN

PHASE 0:

We design 5 different elements for the development of the project:

ELEMENT  1 and 2: It’s expected to act as a landmark (something peculiar that can catch people’s attention). It’s also a support to write the proposals. Made by wood and canvas, trying not expend so much in the construction.

ELEMENT 3: This place will be also an stage of lot of activities, so it’s also needed a place to stay and observe.

ELEMENT 4: But each place need to be introduced to people. This is the function of this element. Introduce, announce and limit an space.

ELEMENT 5: This space is divided into 12 parts, for each month of the year.

PHASE 1:

The process in this phase is like this: people will see the new elements in the roundabout, they will be informed about we should do with it (advertising) and they’ll start thinking what they need and what they want to do there. The next step is writing the proposals in the elements above explained.

 

PHASE 2:

The payment of the street lighting is one of the most expensive part in Alicante Town Council expenses. That’s why it’s an aspect in which we should act. If we feed the lamppost with solar energy, the Town Council don’t have to pay this electricity any more, because it will be self-produced by the solar panels. Of course the solar panels have a price too, but this can be repaid by the saving in electricity.

With the money it’s saved in that, we fund the Roundabout of Change, with no additional cost to the town council.

This topic is not new for the Town Council. In fact, it’s been so considered by the Agencia Provincial de la energía, an organization in charge of dealing with green energies. There are also lots of companies in Alicante that work with solar energy.

PHASE 3:

This phase consists of the development of the activities themselves.  The proposals are read at the end of each month, and then the neighbours decide which activities are made and how.

Advertising is a continuous task, involved in all phases. Through advertising we ensure the survival of the project, making people aware of the existence of this space and the fact that they can propose and participate in the development of their city.

But… what’s next?

Once we have people’s opinion, the development of the activities will take place in the empty plot nearby.

What will be there? We don’t yet, people will say!

How will it be? The process to follow for these activities will be the POP-UP  initiative. That is: spaces that appear in a certain moment in a city because people ask for it, and then, disappear, because it’s not needed or it’s not trendy any more.  The fact that nobody knows it in advance is also an strategy to attract people. Being a surprise make people curious, and encourage them to participate.

An stage to make concerts? A second-hand market? A bar?  Everything could be possible in this space.

Since this space will change continuously, we need it to be quick to assembly and dismantle, and easy to adapt to different uses and situations. The design of the element to make that real will be part of the next phase.
